Appointee Biographies

KAREN RESTOULE

Karen Restoule currently serves as Associate Chair within Tribunals Ontario, responsible for the Ontario Parole Board and cross-appointed to other constituent tribunals. She previously served as Vice-Chair of the Licence Appeal Tribunal. She is lead for Indigenous Services and previously led SLASTD’s French Language Services. Prior to that, Karen was the Director of the Justice Sector at the Chiefs of Ontario where she led strategic policy efforts on justice and legal issues impacting First Nations across Ontario. She started her career working as a victim rights caseworker, then as a Gladue report writer, and later worked as a probation and parole officer. A graduate of the University of Toronto and the University of Ottawa's French Common Law Program, Karen is a proponent of access to justice in both French and English languages across all regions in Ontario. She is actively involved in her community and sits on boards for number of non-profit organizations. Karen is a member of Dokis First Nation. She is fluent in both French and English.

EGYA SANGMUAH

Summary

Dr. Egya Sangmuah has been a full-time member of the Landlord and Tenant Board since 2007. He was a member of the Immigration and Refugee Board (IRB) from 1996 to 2006, including 8 years with the Immigration Appeal Division. Prior to joining the IRB, Dr. Sangmuah was counsel to the Ontario Ministry of Citizenship, Culture and Recreation and a member of the Liquor Licence Board of Ontario. He is also a volunteer coach with the Toronto Eagles Soccer Club. He holds a PhD in History from the University of Toronto, a Master of Laws degree from Osgoode Hall Law School, a Bachelor of Laws degree from McGill University and an Honours Bachelor of Arts degree in History and Classical Civilisation from the University of Ghana, Africa.

ANNA SOLOMON

has a background in law and education. After graduating from Queen’s University’s Faculty of Law, she practised litigation in the City of Toronto’s Legal Services Division. She then completed her Bachelor of Education degree and became a Project Manager with the Ontario Justice Education Network, a not-for-profit organization specializing in justice education for youth. Ms. Solomon has also worked as a part-time Professor in the Paralegal and law Clerk programs at Seneca College.

Summary

RUTH CAREY

Ruth Carey is a full-time member of the Landlord and Tenant Board and the Human Rights Tribunal of Ontario. She is also a former Executive Director and a lawyer at the HIV and AIDS Legal Clinic (Ontario). Ms. Carey's community involvement has included serving on the Board of Directors of Pro Bono Law Ontario, the Ontario Advisory Committee on HIV/AIDS and the Canadian HIV/AIDS Legal Network. Ms. Carey is the recipient of numerous awards including the Canadian HIV/AIDS Legal Network 2007 Award for Action on HIV and Human Rights. She holds a Bachelor of Laws degree from the University of Ottawa, a Bachelor of Arts degree in Women's Studies and a Bachelor of Science degree in Forestry from the University of Toronto. She was called to the Ontario Bar in 1993.

MARIAM ELIZABETH USPRICH

Mariam Elizabeth Usprich has been a member of the Landlord and Tenant Board since 2006. She is a former barrister and solicitor practicing civil litigation, landlord/tenant, employment and municipal law. Ms. Usprich's community involvement includes serving as a director of Sunfest and as a former board director of Cross Cultural Learner Centre. She holds a Bachelor of Arts degree in Psychology and a Bachelor of Laws degree from the University of Western Ontario.

GUY SAVOIE

Guy Savoie is a full-time Vice-Chair at the Landlord and Tenant Board. He is a former Professor with Seneca College who taught business and marketing programs. His community involvement includes serving as a guest speaker with the Osgoode Hall Law School and the Parkdale Community Legal Clinic. Mr. Savoie holds a Business Administration diploma from Centennial College.

MARISA VICTOR

is a Sole Practitioner for Victor Law, and a Vice-Chair and member for Fire Safety Commission (Tribunals Ontario). Marisa’s community involvement includes serving as a committee member for Carleton-County Law Association - Lawyers Play Committee.

MAUREEN HELT

Maureen Helt is Vice-Chair (full-time) for the Licence Appeal Tribunal, and a former Senior Legal Counsel for the Ontario Energy Board. Her community involvement includes formerly serving as Chair for the Strategic Planning Committee of Woodgreen Community Services.

JEANIE THEOHARIS

Jeanie Theoharis is a Vice-Chair (full-time) for the Licence Appeal Tribunal, and a former member (full-time) for the Landlord and Tenant Board. Jeanie’s community involvement includes serving as a board director for the United Way of Peel and the Hellenic Canadian Lawyers' Association.

D. STEPHEN JOVANOVIC

D. Stephen Jovanovic was a partner with the Windsor law firm of Bartlet & Richardes from 1982 until 2016. His practice focused on employment law/labour relations, administrative law, civil/commercial and insurance litigation. He regularly appeared as counsel before many administrative tribunals, labour arbitrators, mediators and in all levels of courts in Ontario. While practicing in Windsor he also served as a designated Vice-chair with both the Health Professions Appeal and Review Board and the Health Services Appeal and Review Board where he authored in excess of three hundred decisions. Mr. Jovanovic served on the Ontario Bar Association Council for six years and was a Director of The Advocates’ Society for four years. He became the full-time Associate Chair of the Ontario Civilian Police Commission in January 2017 having been a member since 2014. In February of 2019, Mr. Jovanovic was also appointed as the Associate Chair of the Mining and Lands Tribunal as well as the Board of Negotiation. In November 2019 he was appointed as the Associate Chair of the Licence Appeal Tribunal and continues to serve on several other tribunals.

HARRY CHO

Summary

Harry Cho has practiced landlord and tenant law at community legal clinics since 2000. He is a former Chair of North Peel and Dufferin County Legal Services and a former volunteer caseworker with Downtown Legal Services Faculty of Law, University of Toronto. Mr. Cho holds a Bachelor of Laws degree from Queen's University and a Master of Laws degree from the University of Toronto.

MARGARET REYNOLDS

Margaret Reynolds has been a full-time member of the Social Benefits Tribunal since 2006. She is a former Adjudicator on the Board of Referees with the Employment Insurance Commission. Ms. Reynolds' community involvement includes serving as secretary of the Volunteer Centre - Blue Sky Region and a member of the Counsel of Canadian Administrative Tribunals. She holds a Bachelor of Arts degree in Modern Languages from the University of Toronto.

DAWN SULLIVAN

is a full-time member of the Landlord Tenant Board. She is an experienced adjudicator, having previously served with the Criminal Injuries Compensation Board and the Ontario Parole Board. She has worked as a policy analyst with Correctional Service Canada and has managed grant programs serving victims of violent crime, domestic violence, and sexual assault. She is a member of the Society of Ontario Adjudicators and Regulators and holds a degree in Political Science from Texas State University.

ALEX BRKIC

is a Member (Part-Time) for the Landlord and Tenant Board, and a former Senior Project Manager for Zoran Properties Inc. His community involvement includes serving as a Secretary for All Saints Serbian Orthodox Church.

SANDRA MACCHIONE

has been a member of the Landlord and Tenant Board since 2011. She is a former member of the Social Benefits Tribunal and has held positions with the Canadian Bankers Association and the Criminal Injuries Compensation Board. Ms. Macchione has also served as member and Treasurer of Supportive Housing in Peel and member of the Community Advisory Committee at Trillium Health Centre. She holds a Specialized Honour’s degree in Sociology and Psychology specializing in race and ethnic relations from York University.

LORRAINE MATHERS

has been practicing Landlord and Tenant Law since 1987. Ms. Mathers is licensed with the Law Society of Upper Canada and has received training through the Osgoode Hall Law School in Landlord and Tenant, Small Claims and Provincial Offenses matters. Ms. Mathers studied business at Fanshawe College and Criminology at Western University. Over the past 29 years Ms. Mathers has volunteered with several charities and has been a member of numerous committees and boards.

NANCY MORRIS

graduated from McGill University with an LL.B. in 1993, and articled at Blake, Cassels & Graydon in Toronto, becoming a member of the Law Society of Upper Canada in 1995. For the last 20 years, Ms. Morris has been working as a rabbi in large urban congregations in Canada and the United Kingdom. Since returning to Canada in 2015, she has been teaching and performing pastoral work. In her rabbinic role, Ms. Morris was involved with all the pastoral, religious, and education activity in her own immediate community, but has always worked closely with her colleagues, on the Executive Board of the Assembly of Rabbis (and its adjudicative panel, the Bet Din), and in the wider community, through teaching at the University of Glasgow, and as Jewish representative to the Scottish Faith Leaders multi-faith group. She served on the pastoral team to the Toronto Pan Am Games, and has been passionate about multi-faith work throughout her career. Through her counselling and pastoral work, Ms. Morris has acquired a wealth of experience mediating and adjudicating in a range of areas that impact most directly on people's daily lives.

DALE WHITMORE

previously worked as a staff lawyer at several community legal clinics. He is a member of the Law Society of Upper Canada and a quasi-judicial member of the Advocates' Society. He holds a Juris Doctor degree from Osgoode Hall Law School.

SHELBY WHITTICK

holds a Bachelor of Arts degree in Psychology from Trent University. Ms. Whittick was a Professor at Durham College in the School of Justice & Emergency Services teaching the Landlord and Tenant program to potential paralegals and law clerks. Ms. Whittick is a Paralegal and has practiced in the area of Landlord and Tenant for 14 years. Her community involvement includes hosting an internship program at Durham College as well as previously creating and delivering an accredited Landlord and Tenant course for Women's Paralegal Association of Ontario.

DAWN KING

is a retired police officer and former small business owner. After a 25-year career serving across Canada with the Royal Canadian Mounted Police, Dawn retired in 2006 to establish a small business specializing in property management & renovations. A member of the Royal Canadian Legion, the former Canadian Forces Reservist and mother of twins has also been active as a community volunteer and committee member to a variety of organizations.

DIANE WADE

Diane Wade completed her Honours B.A. (English with a minor in Sociology) at McMaster University in Hamilton. She attended the University of Ottawa Common Law Program and was called to the Bar in February 2002. From January 2002 until February 2020 Diane was the Ottawa Tenant Duty Counsel Supervisory Lawyer, which included managing the Ottawa program as well as training law and paralegal students in Residential Landlord and Tenant Law. From January 2016 until February 2020, she was also a part-time professor at the University of Ottawa, teaching the Landlord and Tenant Law course from a social justice perspective. Diane’s law school and legal career has focussed on poverty law and social justice issues. Since 2005 Diane has been a co-facilitator of an annual local golf tournament in support of the Ottawa Food Bank.

RICHARD FERRISS

Richard Ferriss was a Member of the Social Benefits Tribunal from 2015 - 2020. Prior to that he practiced administrative law as a lawyer for 13 years. He was employed as Review Counsel with the Community and Legal Aid Services Programme at Osgoode Hall Law School where he also acted for a year as the Clinical Director. In his position as Review Counsel, he appeared regularly before the Criminal Injuries Compensation Board, the Social Benefits Tribunal, the Landlord and Tenant Board, and the Human Rights Tribunal of Ontario, amongst others. Mr. Ferriss has a long history of volunteer work, most recently as a resident council member of Black Creek Community Farm. He was also a founding board member of the Success Beyond Limits Education program and the All-Together Affordable Housing Corporation. Mr. Ferriss holds a Bachelor of Laws degree from Osgoode Hall Law School.

JITEWA EDU

Jitewa Edu is a full-time member of the Landlord and Tenant Board and was previously employed by Legal Aid Ontario at North Peel and Dufferin Community Legal Services and Downsview Community Legal Services. She is a member of the Law Society of Ontario and holds Law degrees from the University of Benin and the Nigerian Law School.

RENEE LANG

Renée Lang is a former litigation staff lawyer at the HIV & AIDS Legal Clinic. Her community involvement includes serving as a member for the HIV Research Ethics Board. Ms. Lang holds a Bachelor of Arts and a Master of Arts degree in English Literature from the University of Calgary and a Bachelor of Laws degree from the University of Toronto.

KHALID AKRAM

Khalid Akram received a Bachelor of Science degree from the University of Waterloo and my law degree from the University of Windsor. While in law school, I volunteered with local legal clinics – Legal Assistance of Windsor and Community Legal Aid. I also completed my articles with these clinics and was called to the Bar in 2015. After my call, I opened up my own practice in the areas of criminal defence, immigration and real estate law. I also worked at Legal Assistance of Windsor as a part-time staff lawyer on contract where I supervised law students and represented clients in landlord and tenant, ODSP/OW appeals, and immigration matters. I also have been providing Tenant Duty Counsel services at the LTB since August 2015.

VLADIMIR NIKITIN

Vladimir Nikitin is a full-time Member at the Landlord and Tenant Board. He earned a Bachelor of Arts degree from Carleton University and a Law degree from McGill University. After his call to the Ontario Bar in 2016, he worked as a lawyer in Toronto, London, and Hamilton focusing on Wills, Trusts and Estates.

ARNAB QUADRY

Arnab Quadry was called to the Ontario bar in 2013. He has experience working as a staff lawyer for the Huron/Perth Community Legal Clinic and as in-house counsel for the Huron-Perth Children's Aid Society. In the community, he has served as a volunteer board member of the Local Community Food Centre. Arnab received his B.A. from Bowdoin College and his law degree from the University of Western Ontario.

DAWN WICKETT

Dawn Wickett has extensive experience as an adjudicator. She previously was appointed to the Criminal Injuries Compensation Board and the Social Benefits Tribunal. Her professional careeer has included in the area of adult and children’s mental health, crisis intervention and child welfare. Mrs. Wickett has extensive training in adjudication, legislative interpretation, human rights, mental health and trauma related issues.

SOLAPE ILORI

Solape Ilori has been a full-time adjudicator with the Social Benefits Tribunal since 2015. She was called to the Bar of Ontario in January 2012. Previously, Ms. Ilori worked in a compliance and legal capacity in the financial services industry. Ms. Ilori holds a Master of Laws degree from Cardiff University, Untied Kingdom, and a Bachelor of Laws degree form the University of Ibadan, Nigeria.

SHANNON KIEKENS

Shannon Kiekens is a licensed Paralegal with the Law Society of Ontario. Ms. Kiekens has been practicing as a Paralegal since 2000. Her main area of practice focused on Landlord and Tenant Law. She has presented and contributed to continuing legal education programs for the Law Society of Ontario and numerous other training programs for various organizations. Ms. Kiekens is a former part-time Professor at Fanshawe College teaching various legal courses. She has volunteered her time with several charities in various roles over the past 20 years.

JOHN DOUGLAS BROADFOOT WILKINS

Doug Wilkins holds a physics and business degree from the University of Waterloo as well as a law degree from Queen’s University. He practiced law in several community legal clinics and as a staff lawyer at Legal Aid Ontario. He is a member of the Law Society of Ontario.

MICHAEL DI SALLE

Michael Di Salle has spent the last 28 years as a business professional and manager with diversified background in business management, sales management, operations and business development. He has experience with contract negotiations, operating budgets, process efficiency, employee supervision, and development of pricing agreements. Mr. Di Salle holds a Bachelor of Arts from the University of Western Ontario and a Master of Business Administration from Lake Superior State University. He also serves as a volunteer with the Ontario Trillium Foundation on a Grant Review Team.

TROY ROSSIGNOL

Troy Rossignol commenced his career in law enforcement as a Police Constable with Toronto Police Service in 1996. After 5 years in policing his focus shifted to Bylaw Enforcement where he achieved certifications as a Municipal Law Enforcement Officer and Property Standards Officer. He became a part-time member of the Ontario Racing Commission in 2008 where he was first appointed to the Industry Appeal Board and later attained the position of Judge. Mr. Rossignol holds a Bachelor of Arts degree in Law and Justice from Laurentian University.

RANDY AULBROOK

Randy Aulbrook is a former Principal Real Estate Broker that operated and managed his own full service independent real estate and property management company. A graduate and later an instructor of the Ontario Management Development Program, a series of post-secondary educational courses that covered a wide range of topics and focused on developing skills used by managers to enhance their leadership and organization skills required in everyday decision making and problem solving. His community involvement included serving as a Board Trustee on the Temiskaming Hospital Board of Directors. A Board Member on the South Temiskaming Community Futures & Business Development Corporation, as well as the Re-founding Chair-person that spearheaded the revitalization of the Tri-Town and Area District Chamber of Commerce. He is a current member and candidate for accreditation with the Institute of Housing Management.

POEME MANIGAT

Poeme Manigat was called to the Ontario Bar in 2009 and holds an LL.M from Osgoode Hall Law School. He has a B.A. in Public Policy and has been a dedicated public servant for eight years. Poeme worked for the Ministry of Labour; appeared before the Workplace Safety and Insurance Appeals Tribunal; and has extensive experience in legal research and writing, particularly when with the Ministry of the Attorney General (SIU). With the LSUC, he has worked as a jurilinguise, and has taught law at Sheridan College and private institutions in Ontario. Poeme is passionate about mentoring and coaching student-athletes.

NICOLA MULIMA

is an Ontario Lawyer called to the Bar in 1995 and has worked in the area of administrative law, including landlord and tenant and human rights law, for over 20 years. Ms. Mulima has served as an adjudicator on a Municipal Tribunal and at the Superior Court of Justice. Ms. Mulima obtained her Bachelor of Law degree from Osgoode Hall Law School and is a member of the Society of Ontario Adjudicators and Regulators and holds certifications in adjudication and mediation. Ms. Mulima has served on several boards of directors in Toronto and Peel Region.

DEBBIE MOSAHEB

Debbie Mosaheb has been a full-time member of the Landlord and Tenant Board since 2011. She previously worked as a Complaints Resolution Officer for the Law Society of Upper Canada, Professional Regulation Division. Ms. Mosaheb worked for the Law Society of Upper Canada for almost 20 years in various departments. She graduated from the University of Toronto with a Bachelor of Science degree in Psychology and Sociology, holds a certificate from the Institute of Law Clerks of Ontario and an Alternate Dispute Resolution certificate from Stitt Feld Handy Group.

WILLIAM BURKE

is a Full-Time Adjudicator for the Social Benefits Tribunal, and a former Full-Time Adjudicator for Landlord and Tenant Board. His community involvement includes serving as a past President for Lindsay Community Lawn Bowling Club.

LYNN MITCHELL

Lynn Mitchell is a Lawyer and founder of Lynn Mitchell Law, specializing in environmental and energy matters. She previously was a Partner at Rueter Scargall Bennett LLP and Heenan Blaikie LLP. Ms. Mitchell has 20 years of experience as an advocate for and counsel to individuals and corporations, after holding various management positions in financial services. She sits on the board of the Environmental Law Section of the Ontario Bar Association and is a past Director of a community legal clinic which assists low income individuals with landlord and tenant disputes. She holds Master of Business Administration and Bachelor of Laws degrees from the University of Toronto and a Bachelor of Commerce from Queen's University.

TAVLIN KAUR

Tavlin Kaur is a lawyer and a part-time member of the Landlord and Tenant Board. She is also cross-appointed to the Licence Appeal Tribunal as a full-time member. She practiced in the area of administrative law with a focus on issues impacting vulnerable and marginalized individuals. She has appeared as counsel before various administrative tribunals and courts. She was also a professor at Sheridan College and Durham College. She holds a Bachelor of Arts (Hons.) from York University, a Juris Doctor and a Master of Laws from Osgoode Hall Law School. Ms. Kaur is a member of the Law Society of Ontario and was called to the bar in 2010.

JAY BLAIR

Jay Blair is a Legal Counsel for Real Estate Council of Ontario, and a former Salesperson and Broker for RE/MAX Unique Inc. Jay’s community involvement includes serving as a board member for the Rexdale Community Health Centre.

ANTHONY BRUNO

Anthony Bruno is an independent paralegal, and a former Provincial Prosecutor for Peel Crown Attorneys Office. His community involvement includes serving as a volunteer for Dixie Soccer Club and Mississauga Minor Ball Hockey.

REBECCA CASE

Rebecca Case is a member of the Law Society of Ontario and was called to the bar in 2003. She previously practiced civil litigation, primarily in the area of class actions. She also teaches as a professor at Seneca College. She holds an Honours Bachelor of Arts, with distinction, Master of Science, and Bachelor of Laws each from the University of Toronto.

TAMI COGAN

Tami Cogan is a part-time member of the Landlord and Tenant Board. She was a police officer for 19 years prior to training as a paralegal. She was licensed in 2011 and founded Phoenix Paralegal & Advocacy Services. She has worked as a part-time instructor in an accredited paralegal diploma program for eight years and has lectured at several post- secondary institutes on ethics and professional conduct. She has a master’s degree in Conflict Studies from St. Paul University, Alternative Dispute Resolution training from the Canadian Institute for Conflict Resolution Certification from Osgoode Professional Development.

PASQUALE FIORINO

Pasquale Fiorino has held a variety of public appointments. He has been a public member of the Ontario College of Pharmacists and the Ontario College of Occupational Therapists and was appointed to the Immigration and Refugee Board. He practiced law in Windsor, Ontario and taught at the University of Windsor in the History Department.

GREG JOY

Greg Joy is a licensed paralegal with eleven years of adjudicative experience with extensive knowledge of the Residential Tenancies Act. Served as Executive Director of the Ottawa Food Bank for 6 years and was a consultant in sport and fitness for the Ontario government. Won an Olympic silver medal in 1976, broke the world record in 1978 and was named Canada's Male Athlete of the Year.

JOHN MAZZILLI

John Mazzilli is a part time member adjudicator of the landlord and tenant board. John’s experience comes from the private sector where he was a landlord and property manager for over 15 years in the residential and commercial industry. John also brings a wealth of knowledge in the residential/ commercial construction industry. John is still active in the commercial construction industry as a project manager

ROBERT PATCHETT

Robert Patchett holds a Bachelor of Laws from Queen's University. He has served with the Canadian Armed Forces for over 40 years both full-time and remains part time. He is a member of the Royal Canadian Legion where he volunteers as a Branch Service Officer. He has previously been employed by the Canadian Forces Housing Agency as a Military Advisor and Policy Advisor, and with Service Canada as a program officer. Robert is a member of the Law Society of Ontario and was called to the Bar in 2005.

PETER PAVLOVIC

Peter Pavlovic has managed housing for over 30 years, in both the private and public sectors. He was licensed to practice real estate as well as providing consulting services on a variety of Landlord and Tenant, municipal and provincial requirements. He attended Seneca College in the Business Administration Program as well as York University Combined Honours Political Science & Administrative Studies (Public Administration and Management) where he was a member of the Tenure Review, Promotion, and Selection Committee. He has been a member of Markham Mayor’s Task Force on Homelessness, Public Art Advisory Committee as well as Property Standards Committee and is very active in minor hockey.

PATRICIA SANTUCCI

Patricia Santucci was born and raised in the east end of Hamilton, Ontario, the last of ten children. She graduated from Bishop Ryan High and went on to attend King's College, an affiliated College of the University of Western Ontario and graduated with her first degree in 1990. She completed her Honours degree at McMaster University in 1991 and went on to complete a Master of Arts degree at the University of Windsor in 1993. While at Windsor University she also went to Teacher's College and obtained my teaching degree along with her Ontario Teaching Certificate. After achieving these degrees, she decided to put theory into practice and took a lead teaching post in ESL in a private school in South Korea. Once she returned from South Korea she attended the University of Alberta law school and graduated in 1998. She returned to Hamilton to practice law and after articling and writing the bar exams, she was called to the bar in 2000. Initially she did defence insurance work but have practiced plaintiff personal injury law for a number of years now. She is a past board member of Community Living Hamilton, a past representative on the Special Education Advisory Committee for the Catholic Board, and past president of the Hamilton Lawyers' Club.

MICHELLE TAN

Michelle Tan studied business at the University of Western Ontario and obtained her Juris Doctor thereafter from the University of Calgary. During law school, she worked as the Director of Pro Bono Students Canada at the Calgary regional branch. Since her call to the Ontario Bar in 2011, Michelle has practiced law mostly in litigation, advocating for the severely-injured and vulnerable. She has appeared at all levels of the Ontario Courts and various tribunals, advocating for clients in accident and medical malpractice claims. Michelle was recently appointed to the Board of Directors of the Human Rights Legal Services Centre and will be starting her own law firm in 2020 focusing on wills and estate planning.

CAMILLE TANCIOCO

Camille Tancioco attended the University of Toronto, graduating with an Honours Bachelor of Arts degree in Ethics, Society and Law and Criminology. She attended the University of Western Ontario Law School in London, Ontario. There, she was a Supervisor for the University's legal aid clinic, Community Legal Services, and a Student Mediator with the University's Dispute Resolution Centre. From her active participation in the London community, she was awarded the Gretta J. Grant Prize in Community Legal Services upon graduation. She began her legal career in private practice as an Articling Student with a law firm in Hamilton, Ontario.

PANOS PETRIDES

Panos Petrides is a Member of the Discipline/Appeals Committee of the Real Estate Council of Ontario and a former Member and Vice Chair of the Consent and Capacity Board. A seasoned adjudicator and investigator with experience in human rights and workplace harassment. His community activities have included membership in the COMPUS Expert Review Committee of the Canadian Agency for Drugs and Technologies in Health and the establishment of the Cypriot Community of Mississauga and District.

DONALD MACVICAR

Donald MacVicar grew up in Nova Scotia and went to Dalhousie Law School. He was called to the Ontario Bar in 1988 and has been a member of the Law Society of Ontario since that date. Don has experience in criminal and civil litigation and was one of the original members of the “Rental Housing Tribunal”, as it then was, from 1998 from 2004. Don received a Master of Laws from Osgoode in 2015, in civil litigation and alternative dispute resolution.

GABRIELLA NUDO

Gabriella Nudo is a lawyer in good standing with the Law Society of Ontario and is currently a part-time member of the Landlord and Tenant Board. She has worked in the immigration industry for almost 7 years holding various roles in the public and private sector. Ms. Nudo holds a Legum Licentiatus (Civil Law) and a Juris Doctor from the University of Ottawa as well as a Certificate in Arbitration Law from McGill University and Pennsylvania State University. She is fluent in both French and English.

ELLE VENHOLA

Elle Venhola obtained a Bachelor of Laws degree from Osgoode Hall Law School and is a member of the Law Society of Ontario. She has practised as a lawyer for the past 20 years and has gained significant experience in landlord-tenant matters, both as a lawyer with a legal clinic and as an adjudicator in Edmonton, Alberta (Residential Tenancy Dispute Resolution Services). In addition, she has substantial experience in disability law, education law, social benefits law, human rights law, administrative law, constitutional law and children’s law, including issues relating to poverty and social justice. Ms. Venhola has represented clients at all levels of court and before the Ontario Human Rights Tribunal. In addition to her legal practice, Ms. Venhola has advanced qualifications as a mediator.

MARIE-FRANCE PELLETIER

Marie-France Pelletier has worked in the administrative justice sector for the past 12 years. Most recently, she was the first Chief Administrator (CEO) for the Administrative Tribunals Support Service of Canada. Prior to joining the ATSSC, Ms. Pelletier served as the Executive Vice-Chairperson of the Parole Board of Canada (PBC). She was responsible for overseeing matters relating to professional standards and training of PBC members. She was first appointed to the PBC in 2008 as a tribunal member in the Quebec region. Ms. Pelletier holds a law degree from the Université de Moncton. She is a member of the Law Society of New Brunswick and the Canadian Bar Association. She also served on the Council of Canadian Administrative Tribunals (CCAT) Board as Vice-Chairperson. In July 2020, Ms. Pelletier was appointed as a part-time member of the Landlord and Tenant Board in Ontario.

PATRICK SHEA

E. Patrick Shea, MStJ, LSM is a partner in Gowling WLG's Toronto office, . He is the Chair of Ontario's Business Law Modernization and Burden Reduction Council and was the Vice Chair of Ontario's Business Law Modernization Council. Mr. Shea serves as an external consultant/advisor to various Governments in the Caribbean Region with respect to the reform of their insolvency legislation and the adoption of financial institution resolution regimes. He is a past chair of the Ontario Bar Association's Bankruptcy and Insolvency Section, and the Canadian Bar Association's National Bankruptcy and Insolvency Section and is currently Co-Chair of the American Bankruptcy Institute's ("IBA") International Committee and a member of the Steering Committee for the IBA's Top 40 Under 40 Initiative. Mr. Shea is a Director of St John Ambulance's Toronto Branch, and previously served as a Director and Chair of the Governance Committee for St John Ambulance Ontario and as Chair of the St John Canada Foundation. He is a Member of the Order of St John, and a recipient of the Law Society Medal, the Queen Elizabeth II Diamond Jubilee Medal, the Sovereign's Medal for Volunteers, two Minister of Veterans Affairs Commendations and an Ontario Volunteer Service Award.

LOIS FIGG

Lois Delia Figg has a B.A. (hons) in History from the University of Western Ontario, an LL.B. from the University of Windsor and an LL.M (ADR) from Osgoode Hall Law School. Most recently Ms. Figg worked as a decision-maker for the Immigration and Refugee Board (2000-2020), working in two of the Tribunals’s three Divisions, performing numerous roles in management and being selected for many different Chair persons’s initiatives throughout her tenure . From 1998 to 2000 Ms. Figg worked as a mediator and investigator with Ontario Human Rights Commission. Prior to that, Ms. Figg resided in Hong Kong where she worked as a decision-maker for the Refugee Status Review Board (1994-5) and with the United Nations High Commissioner for Refugees as an Appeals Counsellor representing asylum-seekers detained in refugee camps (1990-1994).

CYNDEE TODGHAM CHERNIAK

Cyndee Todgham Cherniak was appointed to the Financial Services Tribunal in 2020. In 2018, Ms. Todgham Cherniak was appointed by the Federal Government to Canada’s NAFTA Chapter 19 Roster as set out in the Members of Panels (NAFTA) Regulations. She was called to the Ontario Bay in 1994 and has practiced internal trade and sales tax law at firms such as LexSage Professional Corporation, Goodmans LLP, Heenan Blaikie LLP, and McMillan LLP. Ms. Todgham Cherniak has represented clients across a spectrum of industries in Canada and abroad, including the senior’s residences sectors. Ms. Todgham Cherniak has over 20 years of administrative law experience and regularly appears before the Canadian International Trade Tribunal and has been on the CITT Advisory Committee for many years. Ms. Todgham Cherniak has been involved in matters before the Federal Court of Appeal, Federal Court of Canada, the Tax Court of Canada, The Superior Court of Justice and the Ontario provincial courts. Ms. Todgham Cherniak is involved in numerous non-profit and charitable activities. She is an advisory board member of Aangen: A Community Service Organization and she is on the advisory board for the University of Windsor/University of Detroit Joint J.D. program.

MARTIN FORGET

Martin Forget is a successful tech sector entrepreneur and a former corporate executive working with private and public sector organizations. He has over 30 years of experience in general management, business planning with strengths in customer support and partnership development. He also has adjudicative experience as a former public member of College of Physicians and Surgeons of Ontario (CPSO). Mr. Forget is an active and proud member and supporter of the Franco-Ontarian community and fully bilingual.

LAURA HARTSLIEF

Laura Hartslief is a member/adjudicator for the Immigration and Refugee board, and a former lawyer/work adviser for Office of the Worker Adviser. Her community involvement includes serving in various roles for the Harvest Bible Chapel of York region.

STEPHANIE KEPMAN

is a lawyer and a full-time member of the Licence Appeal Tribunal. Prior to her appointment, she worked in criminal and family law. She is fully bilingual and supports access to justice in both official languages. Stephanie holds a Legum Licentiatus and Juris Doctor from the University of Ottawa. She is a member of the Law Society of Upper Canada.

James McMaster is a former self-employed Transportation Consultant, and a former councilor/deputy mayor for the Town of Ajax. His community involvement includes formerly serving as a coach/assistant coach/trainer for Ajax Minor Hockey.

JANA ROZEHNAL

Jana Rozehnal holds a Bachelor of Laws from the University of Toronto and a Doctor of Laws from the University of J.E. Purkyne (now Masaryk University) in Brno, Czech Republic. She was called to the Ontario Bar in 2002 and practiced law mainly in the area of family law. Ms. Rozehnal was a member of the Landlord and Tenant Board from 2006 to 2016. She was also a member of the Social Benefits Tribunal from 2015 to 2018. Her community involvement includes serving as a member of the Sunnybrook Hospital Youth Mental Health Advisory Group.

KIMBERLY PARISH

Kimberly Parish is a part-time member appointed to the Landlord and Tenant Board and Licence Appeal Tribunal. Her prior experience was working in the public sector as a Mediator and Arbitrator at ADR Chambers addressing statutory accident benefit disputes on behalf of the Financial Services Commission on Ontario. She was also previously a roster mediator for the Ontario Mandatory Mediation Program (Toronto). Her community involvement includes prior volunteer experience as a Mediator with Conflict Mediation Services of Downsview in their Youth Restorative Justice Program. She holds a B.A. in Psychology from York University and a Master of Law (LLM) degree in Dispute Resolution from Osgoode Hall Law School.

TRISH CARSON

Trish Carson is a Real Estate Broker for Century 21 and a licensed member of the Real Estate Council of Ontario. Trish was a former Broker of Record for Century 21 where she was solely responsible for all aspects of the Brokerage under the Real Estate and Business Brokers Act. Trish is also a former Deputy Returning Officer for Elections Canada. Her community involvement includes serving as a volunteer for Easter Seals and volunteering with the Salvation Army Christmas Kettle Campaign.

Thomas Ambeau is President and Chief Executive Officer for Ambeau Consulting Inc. His community involvement includes serving as Director, Treasurer and Co-Founder of Sandbox a Not for Profit Corp.

FRANK EBNER

Born and raised in Stratord, Ontario, Frank Ebner enrolled in the Canadian Armed Forces as an Air Weapons Controller in September 1984. He served in numerous operational, staff and command positions before his final assignment to NORAD headquarters in Colorado Springs, Colorado. After 35 years of military service, and attaining the rank of Colonel, Frank released from the Canadian Armed Forces in 2020. Frank graduated from Seneca College in Toronto with an Aviation and Flight Technology Diploma, and also earned a Bachelor of Arts Degree from the University of Manitoba in Winnipeg. His post graduate education includes a Master of Arts Degree in International Relations from Deakin University, a Diploma in Defence Studies as a graduate of the Australian Command Staff College, and an Air War College diploma from the United States Air Force Air University. Frank enjoys hiking, cycling, recreational flying and travelling with his wife Susan. He is a proud father to Sarah and Franklin and grandfather to Ada.

IAN SPEERS

Ian Speers is a part-time member of the Landlord and Tenant Board and has practised law with a focus on real property matters. He is the Chair of the Canadian Bar Association Real Property Section, and a past Chair of the Ontario Bar Association Real Property Section. He has regularly presented at continuing education sessions run by the Law Society of Ontario and the Ontario Bar Association. Ian is as an adjunct professor in real estate transactions at Osgoode Hall Law School and has previously taught at the Queen’s University and Ryerson University’s Faculties of Law, and Humber College’s law clerk programme.

NICOLE HUNEAULT

Nicole Huneault is a licensed real estate agent associated with Royal Lepage North Heritage Realty in Sudbury. Nicole has a B.A. B.ed from Laurentian University, Ontario Teacher’s certificate as well as Law Clerk diploma from Cambrian College. Nicole has experience working as a realtor, a law clerk, and educator. She is a former Chairperson on the EI Board of Referees.

NATHAN FERGUSON

Nathan Ferguson earned a Bachelor of Arts from the University of Guelph in 2000 and a Bachelor of Laws degree from the University of Western Ontario in 2003. Mr. Ferguson completed his articles in Kitchener, Ontario. After his call to the bar in 2004, Nathan Ferguson practiced law privately and was appointed a full time Member of the Social Justice Tribunals of Ontario in 2006.

Rod Jackson serves as a Director (part-time) for the Ontario Motor Vehicle Industry Council, and a member (part-time) for the Ontario Trillium Foundation. He is a partner at FullForce Legal Services LLP, and a former Chief Executive Officer for Barrie Chamber of Commerce.

John Tzanis has been serving as a member (part-time) for the Justices of the Peace Review Council since 2020, and he is an item writer of Paralegal License Exam for the Law Society of Ontario. Amber Neumann is a former crown counsel, litigation, and articling student for the Office of the Public Guardian and Trustee, Ministry of the Attorney General. She is a former agency review officer, shelter, support and housing administration for the City of Toronto. Her community involvement includes serving as a member for the Hester How Early Learning Centre Board of Directors.

SUSAN PRIEST

Susan Priest is a Part-Time Member of the Landlord and Tenant Board. She graduated honours with a Paralegal diploma and started her own firm in 2015. She has extensive knowledge of the Residential Tenancies Act and has practised in this area of law since her firm's inception. She is active in her community educating Paralegal students through placement opportunities and facilitates educational seminars relating to the Residential Tenancies Act and the Landlord and Tenant Board processes.

SEAN WEIR

Sean Weir was CEO of Canada’s largest national law firm from 2000 to July 1, 2018. In his legal practice, Mr. Weir advised financial institutions, corporations and major pension funds. Active in his community, Mr. Weir served as an elected Councillor of the Town of Oakville, a director of the Oakville Trafalgar Memorial Hospital and a Director and Chair of Oakville Hydro.
