13. The Tenants’ counsel requested costs in the amount of $200.00 per client because the Landlord refused his request to combine all 14 applications into one application. He explained that as a consequence it increased the time taken to prepare for the case.

14. The Board will entertain a request for costs where a party’s conduct unreasonably prolongs the proceeding. Refusing to combine the applications in this case, where the facts giving rise to the application are the same, would unnecessarily prolong the proceedings even if there were strategic considerations for doing so.
