12. The Landlord did not summons the person who made the complaint to testify as a witness and did not submit a sworn statement, declaration, or affidavit from that person. The Landlord submitted the email and letter from the person who allegedly made the complaint. However, I note that these are heavily redacted to conceal the identity of the person and the signature on the letter is blacked out. As such, I can give little weight to these documents.
